DSS-WISE HCOM: Human Consequences of Dam-Break Floods

DSS-WISE HCOM is an analytical module that assesses the human consequences of dam-break floods by integrating flood simulation results with population datasets. It generates flood hazard risk maps for people indoors and outdoors, identifies potentially lethal flood zones, and analyzes People at Risk (PAR) using census and gridded population data. The tool outputs geospatial files, tables, and reports to support Emergency Action Plan (EAP) preparation, emergency response, and evacuation planning for dam safety professionals.
