
The DSS-WISE HCOM is an analytical module designed to assess the human consequences of dam-break floods. It uses flood simulation results to create flood hazard risk maps for individuals indoors and outdoors, identifies potentially lethal flood zones, and analyzes People at Risk (PAR) by integrating flood simulation data with population datasets. The module extracts inundated census blocks, provides attributes for each block, and conducts nighttime and daytime PAR analysis using population data from ORNL. The results support Emergency Action Plan (EAP) preparation, emergency response planning, and evacuation planning.
