
This environmental assessment (EA) was prepared in accordance with the National Environmental Policy Act (NEPA) of 1969; the President’s Council on Environmental Quality regulations to implement NEPA (40 Code of Federal Regulations [CFR] Parts 1500 to 1508); the U.S. Department of Homeland Security's Instruction 023-01-001; and FEMA Instruction 108-01-1, NEPA implementing procedures. FEMA is required to consider potential environmental impacts before funding or approving actions and projects. The purpose of this EA is to analyze the potential environmental impacts of the proposed project and alternatives, including a no action alternative. FEMA used the findings in this EA to determine whether to prepare an environmental impact statement or to issue a finding of no significant impact (FONSI).
